Nederlands Slavernij en de klungelige excuses ervoor/Dutch Slavery and the clumsy apology for it (NL/EN)

 Disclaimer: Ik ben een wit persoon die in een West-Europees land leeft. Wat ik hier schrijf en mijn mening over hoe dit onderwerp ontwikkeld is niet relevant in vergelijking met de mening van hen die het meest geraakt zijn en worden door het Nederlandse kolonialisme. Het is niet mijn bedoeling om de stemmen weg te nemen van hun die het hardst gehoord moeten worden. Ik raad ten zeerste aan om de kennis van de slachtoffers van het Nederlandse slavernijverleden boven die van mij te nemen!

NEDERLANDS

Op 19 December 2022 heeft premier Mark Rutte excuses gemaakt voor het slavernijverleden van Nederland(1). Een hele mooie toespraak waarin Rutte eerst een overzicht geeft over hoe de Nederlandse staat en Nederlandse maatschappij betrokken was in de slavenhandel in het koloniale tijdperk en vervolgens zijn excuses maakt hiervoor en pleit om wat te doen aan de gevolgen hiervan. Op zichzelf is het een hele mooie toespraak. Mooi geschreven, mooi uitgevoerd en als ik niet beter wist dan zou ik de premier nog geloven ook. Dit soort toespraken leven echter niet in een vacuum en er was behoorlijk wat ophef in de aanloop naar dit evenement. 

Verschillende Surinaamse organisaties hadden voor dit evenement bezwaren ingediend bij de Nederlandse rechtbank(welke vervolgens deze bezwaren afwees)(2). De reden hiervoor was dat er totaal geen overleg was geweest tussen de Nederlandse overheid en Surinaamse belanggroepen over het officieel aanbieden van excuses. Dit is ook iets wat de Surinaamse president bekritiseerde na de toespraak(3). De Surinaamse belanggroepen hadden liever gezien dat de Nederlandse overheid hun excuses aanbood op 1 Juli. 1 Juli 2023 is het namelijk Keti Koti en het 150 jaar jubileum van dat het slavernij in de Nederlandse koloniën ook daadwerkelijk ten einde kwam. 

De Nederlandse overheid heeft echter hun eigen wil doorgedramd en hun excuses aangeboden op een moment dat voor hun goed uitkwam. Dit feit alleen al maakt dat de woorden van Mark Rutte in zijn mooie toespraak hun geloofwaardigheid verliezen. Laten we even naar die toespraak kijken in het algemeen want er zitten wat interessante uitspraken in die deze hele excuses wat van hun kracht onttrekken. 

Rutte begint met een mooie samenvatting over hoe de toespraak in het nationaal archief wordt gehouden en hoe dit goed is want het nationaal archief bevat niet alleen de "glorie" van Nederland maar ook de gruwelen van hoe deze "glorie" in stand is gekomen. Vervolgens geeft hij een korte samenvatting over hoe Nederland in mensen handelden over de hele wereld en de terreur dit veroorzaakte bij miljoenen mensen. Dit is een goed begin en een goede framing van de toespraak. Vervolgens praat hij over excuses. Over hoe hij eerst anders over excuses voor het verleden dacht maar later tot inkeer was gekomen. Dan komt de excuses zelf in 4 talen met vervolgens heel veel taalgebruik over hoe wij niet alleen ons verleden moeten accepteren maar aan moeten pakken om te voorkomen dat het erger wordt. In dit stuk zeg hij heel veel en tegelijkertijd heel weinig. Er wordt gepraat over het aangaan van een dialoog met de nazaten van de slachtoffers maar er wordt niks gezegd over hoe of wat. Er wordt geen woord gerept over herstelbetalingen of genoegdoeningen naar de voormalige koloniën noch wordt er concreet gezegd wat er gedaan kan worden aan het institutionele racisme wat zich momenteel in de Nederlandse maatschappij wortelt. Een aantal andere interessante opmerkingen is hoe hij spreekt over deze koloniën die momenteel nog onderdeel zijn van Nederland. "Ons Koningrijk" spreekt hij hierover. Dit laat aan mij duidelijk zien dat de Nederlandse overheid ondanks alles wat het zegt en alles wat er gebeurd is nog steeds de eilanden van Aruba, Bonaire, Curacao, Sint Maarten, Sint Eustatius en Saba nog steeds als hun eigendom zien. Ook dit tekent een duidelijk beeld van hoe oprecht(of het gebrek hieraan) de overheid ook duidelijk is in dit opzicht. 

Er zijn voldoende factoren die aan mij duidelijk vertellen dat deze excuses klungelig zijn en het komt op mij over als ietwat onoprecht. Het feit dat er totaal geen overleg is geweest met belangengroepen, het feit dat de overheid hun zin doordramt ondanks de wensen van deze belangroepen, het feit dat er ondanks de excuses weinig gezegd wordt over hoe wij verdergaan met het terugbetalen voor onze misdaden tegen de mensheid(om nog maar te zwijgen over de schade die wij gebracht hebben aan de inheemse volkeren en Indonesië die nauwelijks genoemd worden.) en het feit dat de Nederlandse monarchie buiten schot wordt gehouden toont duidelijk dat er wat haken en ogen zitten aan deze excuses. De Nederlandse overheid is nog steeds een overheid en het zal zichzelf gedragen in manieren die hun het beste uitkomt. 

Ik kan niet in de hersenpan van Mark Rutte of de andere kabinetsleden kijken. Misschien denken hun dat dit serieus iets is wat helpt. Maar we moeten altijd in ons achterhoofd houden dat politici altijd op zoek zijn naar opties die hun verder helpen in hun doel om meer macht en autoriteit te vergaren. Totdat de Nederlandse overheid echt concreet acties neemt om hun koloniale verleden te confronteren(door herstelbetalingen te doen, institutioneel racisme aan te pakken en een poging doen om de maatschappij te informeren en onderwijzen in de horror van het Nederlandse kolonialisme en wat voor schade het heeft aangebracht) kan ik deze toespraak niet anders zien als een PR stunt. Ja je kan het beter wel doen dan niet maar dit doet niet veel om een stap vooruit te maken. 

In de toespraak liet Rutte doorschemeren dat ze van plan waren iets te doen op 1 Juli 2023. Het zal mij benieuwen wat het is maar ik blijf sceptisch.

On the 19th of December 2022, premier Mark Rutte made apologies for the slavery the Netherlands committed in the past(1). A very nice speech was held in which Rutte first gave an overview about how the Dutch state and Dutch society was involved in the slave trade of the colonial era and then apologized for this and stated his commitment to work on the consequences of this. On it's own it is a very nice speech. Well written, well spoken and if I did not know any better then I would believe the premier as well. These kinds of speeches however don't live in a vacuum and in the preamble of this event there was quite a bit of controversy. 

Several Surinamese organizations had filed oppositions at the Dutch court(which promptly rejected these oppositions)(2). The reason for this was because the Dutch government did not discuss or coordinate with these Surinamese interests groups at all in regards to making this official apology. This was also something the Surinamese president criticized the Dutch government for after the speech(3). Surinamese interests groups would have rather seen the Dutch government make an official apology on the 1st of July 2023. You see July 1st is the day of Keti Koti and the 150 year anniversary to the end of slavery in the Dutch colonies. 

The Dutch government however pushed through it's own will and made an apology at a time that suited them well. This fact alone makes the words of Mark Rutte in his nice speech lose some of it's believability. Let's look at this speech in general because I think that there are some interesting claims in it that make this whole apology lose it's strength somewhat. 

Rutte starts with a nice statement of how the speech is held in the national archive and how this is good because the archive does not just contain the "glory" of the Netherlands but also the horrors of how this "glory" was built in the first place. He then gives a short recap of how the Netherlands participated in the slave trade across the world and the suffering it caused upon millions of people. This is a good start and a good framing of the speech. He then talks about apologies, about how he used to think differently about apologizing for the past but later had a change of mind. Then comes the apology itself in 4 languages with a lot of words about how we should not only accept our past but handle it in the present to prevent it from making it worse. In this part he says a whole lot while at the same time saying very little. There is talk about starting a dialog of the descendants of the victims but not about the how or when. Not a word is said about things like reparations to the former colonies nor is anything said about how the tackle the institutional racism that currently roots itself into Dutch society. A few other interesting comments is how he talks about those colonies that are currently still part of the Netherlands. "Our Kingdom" he says. This shows very clearly to me that the Dutch government despite everything it says and everything that has happened still sees the islands of Aruba, Bonaire, Curacao, Sint Maarten, Sint Eustatius and Saba as their own property. This also show very clearly how genuine(or rather lack thereof) the government still is in this regard. 

There are enough factors that show to me very clearly that these apologies are clumsy and it comes across to me as insincere. The fact that there was no discussion with interests groups, the fact that the government pushes through it's own will against the wishes of these interests groups, the fact that despite the apology there is no plan on how we will continue to repay for our crimes against humanity(to say nothing about the damage we did to indigenous people and Indonesia which are barely mentioned here) and the fact that the Dutch monarchy is held out of blame shows to me very clearly there are a lot of caveats to these apologies. The Dutch government is still a government and it shall behave itself in manners to works the best for them. 

I cannot look into the mind of Mark Rutte or the other members of the cabinet. Maybe they truly think that this is something that works. However we always have to keep in mind that politicians are always looking for new opportunities to gain more power and authority. Until the Dutch government truly takes proper actions to confront it's colonial past(by doing reparations, tackling institutional racism and make an attempt to inform and educatie society in the horrors of Dutch colonialism and the damage it has wrought) can I see this speech as nothing else but a way to gain some good PR. Yes it is better to do this then do nothing at all, but this doesn't do a whole lot to set a step forward. 

In the speech, Rutte kind of hinted at planning something for the 1st of July 2023. I am curious at what it is but I remain skeptical.
